Outreach Aid to the Americas does not meet the following 1 Standards for Charity Accountability:

Standard 13 (Accuracy of Expenses in Financial Statements)
Accurately report the charity's expenses, including any joint cost allocations, in its financial statements. For example, audited or unaudited statements which inaccurately claim zero fund raising expenses or otherwise understate the amount a charity spends on fund raising, and/or overstate the amount it spends on programs will not meet this standard.

OAA does not meet this Standard because the organization's audited financial statements for the year ended December 31, 2024:

  • Reports that the organization had no fundraising expenses.

In response to this finding, the charity stated:

"Outreach Aid to the Americas (OAA) acknowledges the finding regarding the reporting of fundraising expenses in its 2024 audited financial statements. OAA undergoes annual independent audits, and all expenses are accurately recorded in its accounting records in accordance with applicable standards. The organization's primary funding comes from U.S. Government grants, which account for the majority of the organization’s total revenue. These grants operate as contract-based awards with defined scopes, budgets, and compliance requirements. Due to this structure, OAA has historically maintained minimal fundraising activity and has no dedicated development department. As a result, fundraising expenses were considered immaterial and not separately classified. To enhance transparency, beginning in fiscal year 2026, OAA has established a dedicated fundraising expense category and will track and allocate all related costs, including U.S. Government proposal development, in accordance with GAAP standards. OAA remains committed to strengthening its financial reporting practices and ensuring full transparency."

Outreach Aid to the Americas meets the remaining 19 Standards for Charity Accountability.
