Standard 1 (Oversight of Operations and Staff)
Organizations shall have a board of directors that provides adequate oversight of the charity's operations and its staff. Indication of adequate oversight includes, but is not limited to, regularly scheduled appraisals of the CEO's performance, evidence of disbursement controls such as board approval of the budget, fund raising practices, establishment of a conflict of interest policy, and establishment of accounting procedures sufficient to safeguard charity finances.
NBCF does not meet this Standard because:
- The board of directors does not review the performance of the Chief Executive Officer at least once every two years.
- The Chief Executive Officer also serves as the chair of the board of directors.
Standard 4 (Compensated Board Members)
Not more than one or 10% (whichever is greater) directly or indirectly compensated person(s) serving as voting member(s) of the board. Compensated members shall not serve as the board's chair or treasurer.
NBCF does not meet this Standard because:
- The chair of the board is compensated directly.
National Breast Cancer Foundation meets the remaining 18 Standards for Charity Accountability.
National Breast Cancer Foundation (NBCF) partners with medical facilities across the country to provide free mammograms and diagnostic breast care services to underserved women. The organization provides education and information to women and families about how to reduce the risk of developing breast cancer, find breast cancer early, access screening programs, and eliminate barriers to quality treatment if later diagnosed. NBCF's Patient Navigation program provides funds to support salaries for patient navigators providing services such as education and outreach in the community; guidance through screening and diagnostic exams; support through treatment and survivorship; and assistance with financial, administrative, and emotional issues. The organization also provides breast cancer patients with HOPE Kit care packages, metastatic weekend retreats, and support groups. In 2019, NBCF reports it partnered with medical facilities in underserved areas to provide over 300,000 free breast cancer screenings and diagnostic services, connected over 48,000 women to patient navigation services, and funded four metastatic weekend retreats for 32 patients and their caregivers.
