Standard 9 (Fund Raising Expense Ratio)
Spending should be no more than 35% of related contributions on fund raising. Related contributions include donations, legacies, and other gifts received as a result of fund raising efforts.

OA&FS does not meet this Standard because:

  • According to its IRS Form 990 for the fiscal year ended June 30, 2024, the organization's fundraising costs were 39% ($49,678) of related contributions, which totaled $127,149.

Standard 11 (Financial Statements)
Make available to all, on request, complete annual financial statements prepared in accordance with generally accepted accounting principles. When total annual gross income exceeds $1 million, these statements should be audited in accordance with generally accepted auditing standards. For charities whose annual gross income is less than $1 million, a review by a certified public accountant is sufficient to meet this standard. For charities whose annual gross income is less than $250,000, an internally produced, complete financial statement is sufficient to meet this standard.

Open Adoption & Family Services (OA&FS) reports it supports pregnant people in exploring and understanding all of their pregnancy options in a respectful atmosphere free of agenda or influence. The organization states it is pro-choice, anti-racist, promotes reproductive justice, and is not religiously affiliated. OA&FS counselors provide access to accurate information for clients to understand their options regarding parenting, abortion, or adoption. If clients choose parenting or abortion, the organization assists them in connecting to resources and medical providers. If clients choose adoption, OA&FS facilitates fully open, child-centered adoptions that include ongoing post-placement counseling and support for everyone involved in the adoption, including birth parents, adoptees, and adoptive families. In 2023, the organization reported it held counseling for 156 expectant parents, completed 60 home studies for waiting families, and completed 18 infant adoptions.
