Standard 13 (Accuracy of Expenses in Financial Statements)
Accurately report the charity's expenses, including any joint cost allocations, in its financial statements. For example, audited or unaudited statements which inaccurately claim zero fund raising expenses or otherwise understate the amount a charity spends on fund raising, and/or overstate the amount it spends on programs will not meet this standard.

VOA Colorado does not meet this Standard because:

  • The BBB Wise Giving Alliance disagrees with the organization’s allocation of fundraising and administrative expenses. According to VOA Colorado's audited financial statements for the year ended June 30, 2024, the organization allocated no expenses as fundraising. It is BBB Wise Giving Alliance’s position that a portion of ordinary office expenses, advertising and promotion, and other expenses associated with raising grant and other contributions revenue, should be allocated as fundraising expenses.

Volunteers of America Colorado (VOA Colorado) reports that it is a faith-based organization dedicated to helping those in need transform their lives. The organization operates multiple programs across the state of Colorado to feed, shelter, support, and care for those in poverty. VOA Colorado’s food insecurity programs include serving hot meals, food distribution to food banks and pantries, and delivery through Meals on Wheels. VOA Colorado provides emergency shelter and connects youth, adults, veterans, and families with housing solutions. The organization also operates over 25 affordable housing communities across the state. VOA Colorado provides community support services such as transportation, early childhood education, caregiver support, and handyperson. The organization facilitates veteran services with additional programs specifically for veterans' families and female veterans.
