BBB Comment

This charitable organization either has not responded to written BBB requests for information or has declined to be evaluated in relation to BBB Standards for Charity Accountability. Charity participation in BBB review is voluntary. However, without the requested information, it is not possible to determine whether this charity adheres to all of the BBB Standards for Charity Accountability. The BBB encourages charities to disclose accountability information beyond that typically included in financial statements and government filings, in order to demonstrate transparency and strengthen public trust in the charitable sector.

The BBB reports on charities and determines if they meet 20 voluntary standards on matters such as charity finances, appeals, and governance. The BBB does not evaluate the worthiness of the charitable program.

Government Action

 On May 18, 2016, the State of New Jersey Department of Law and Public Safety Division of Consumer Affairs filed a consent order regarding  WRCI. In it, the Division cited concerns regarding the organization’s fundraising activities including its allocation of direct mail campaign fundraising costs to program expenses, (specifically, public education), its direct mail solicitations and its disbursement of contributions. It was ordered and agreed to that WRCI would not engage in any unfair or deceptive acts or practices in the conduct of any business, that the charity comply with generally accepted accounting principles including SOP 98-2 in its allocation of fundraising and program expenses  (i.e. public education), that the charity submit financial statements to the Division, that such statements be truthful and accurate, that the charity not misrepresent its charitable purpose, that it only solicit for said charitable purpose, and that it comply with regulations regarding the disbursement of contributions. WRCI agreed to settlement payments of $95,000 to the Division, and three payments of $125,000 to another charitable organization to support cancer research.
